Richard K. Watson filed a civil excess force lawsuit against Edmond Police Officer Joseph Stoy on Nov. 6.
According to the Edmond Sun, “Watson was being held in the city jail on various complaints stemming from a traffic stop.” In the jail, Watson alleges that the officer grabbed his wrists “with great force” and “violently struck” him in the face with his forearm.
Watson was claiming a number of injuries to the face including a broken nose and bruises along with pain and suffering.
The Edmond Sun talked with Edmond city attorney, Steve Murdock, who said, “The City of Edmond and Officer Stoy both deny the use of any unreasonable force or excessive force while Watson was in custody or at any other time, and both the City of Edmond and Officer Stoy deny that Watson’s constitutional rights were violated.”
Both men stated different sides to the story. Watson claims that Officer Stoy’s hit was intentional and hit him more than once. Officer Stoy states the hit was on accident when he was trying to take control of Watson.

According to the Edmond Sun, the video is subject to a judicial protective order that ensures fairness to all parties.
